Possibility of conspiracy and gang execution of leaflet disappearance game

Dehradun. Every year the papers are mysteriously disappearing from the records of the Municipal Corporation of Dehradun. The State Information Commission has decided to find the missing/missing papers from the municipal records. Taking the missing seriously, about six months ago, instructions were given to prepare and submit the details of the missing papers from the records of the Municipal Corporation till the year 2022, then it was revealed that thousands of letters have been missing in the last twenty years.

The report, prepared by the Municipal Corporation in six months on the instructions of State Information Commissioner Yogesh Bhatt, has revealed that 13 thousand 743 papers are missing from the municipal records from the year 1989 to 2022. The State Information Commissioner has referred the entire matter to the government, stating the need to take seriously the disappearance of such a large number of papers from the municipal corporation. The Commission has expressed surprise that no one is accountable for such a large number of papers going missing. The Commission has expressed apprehension that there is a larger secret behind the disappearance of the papers which is being executed in a gang or planned manner.

In his decision, the State Information Commissioner has directed the Chief Municipal Commissioner Dehradun to update the status of missing papers and improve the system of maintenance and preservation of records in the Municipal Corporation.

The direction was given by the Commission on an appeal filed by Shri Tarun Gupta seeking a letter of mutation of property from the Municipal Corporation. The letter was not provided by the Municipal Corporation and it was informed that the letter is missing, the Commission, taking serious note and taking cognizance of other appeals for non-receipt of the letter, directed the Municipal Corporation to prepare the details of the papers missing from the records.

The interim report of the papers missing earlier in the case in question was submitted on 27 October 2023 and today on 31 January 2024, the final report was submitted during the hearing. A major discrepancy has emerged when the interim list of missing papers received during the hearing is matched with the final list. In the interim list sent earlier, 15,009 papers were reported missing till the year 2014-15, while the final list shows a total of 13,743 papers missing till the year 2021-22. Explaining the reason for the major difference between the interim and final list, the Deemed Public Information Officer/Registrar has been appointed as a Deemed Public Information Officer. Dharmesh Painuli (Superintendent of Taxes) apprised that earlier the papers in the Municipal Corporation Archives were not year-wise. The papers available in the Archives were sorted year-wise and the papers were counted on the basis of the available papers of the highest command. This continued till the completion of the lower enumeration, which is why there has been a gap in the preparation of the final list. In some years, the number of missing papers has increased due to receipt of high command letters, whereas in some years the number of missing papers has decreased due to receipt of earlier missing command sheets.

As many as 13,743 papers are missing from the municipal records for the last two and a half decades. It is very surprising that such a large number of letters are missing from the Municipal Corporation and nobody is accountable for it. The large number of missing papers is a question mark on the credibility of Municipal Corporation Dehradun. It is worrisome that records are not protected in the largest corporation of the state, a large number of papers are missing but nobody cares. Had there been no Right to Information Act, it would not have been revealed that a large number of papers were missing from the municipal archives. The disappearance of papers in Municipal Corporation Dehradun should not be taken seriously and the disappearance of papers / papers should not be taken seriously. The absence of a responsible and accountable system for the protection of records is proof that the internal system of Municipal Corporation Dehradun is not correct.

The non-availability of records in the corporation indicates that the internal situation of the Municipal Corporation Dehradun is not good. The question arises that what is going on in Municipal Corporation Dehradun? Why are papers disappearing from Municipal Corporation Dehradun? What is the truth about the disappearance of letters?

It has been noticed that the number of second appeals in the Commission is increasing due to non-availability of letters on demand for building ownership and tax assessment under the Right to Information Act in Municipal Corporation Dehradun. The Municipal Corporation does not have any satisfactory answer for non-filing in most of the cases. As a result, it is also clear from the final report on the details of the papers that this is not mere negligence, there is no doubt that the disappearance of a large number of papers can also be a planned and gang-drawn act. The large number of papers missing from the Municipal Corporation of Dehradun is definitely a matter of intense investigation.

Public Information Officer The Deputy Municipal Commissioner, Municipal Corporation, Dehradun is directed to take note of the missing/missing documents submitted before the Commission. The report of the missing papers should be submitted along with the order of the Commission to the Chief Municipal Commissioner, Municipal Corporation, Dehradun for further action. The entire data of missing papers should be made public by the Municipal Corporation and its suo motu disclosure should be made under Section (4) of the Right to Information Act. A copy of the order is being sent to the Chief Municipal Commissioner, Municipal Corporation Dehradun with the intention that taking cognizance of the letters disappearing from the records of the Municipal Corporation every year, the system of maintenance and preservation of records should be improved and accountability should be ensured. Chief Municipal Commissioner, Municipal Corporation, Dehradun should ensure transparent action regarding missing papers from the records so that the position of the Municipal Administration can be clarified.

The disappearance of a large number of papers from the records of Municipal Corporation Dehradun is very serious and worrisome. The disappearance of leaflets remains a mystery. Surprisingly, no one is accountable for the disappearance of papers, so it is suspected that the game of missing papers is being carried out in a planned and gang manner. In view of the seriousness and sensitivity of the situation described, the entire case is referred under Section 18(2) of the Right to Information Act to the Secretary, Urban Department, Government of Uttarakhand, and Director, Directorate of Urban Development, Dehradun to take serious cognizance of the disappearance of a large number of letters from the Municipal Corporation Dehradun and to ensure that it is repeated in any municipal body in future.
